Romans 9:32-33

32 Why not? Because they did not seek it by faith, but by the works of the law. For they stumbled over the stumbling stone. 33 As it is written:

“Look! I lay in Zion a stumbling stone
    and rock of offense,
and whoever believes in Him will not be ashamed.”[a]
